Statewide Title V Needs Assessment

The NM Title V Maternal and Child Health (MCH) Block Grant Statewide Needs Assessment for 2025–2030 was developed through a collaborative, community‑driven process involving hospitals, community organizations, schools, tribal and local partners, and families from across New Mexico. This assessment identifies priority needs affecting maternal, infant, child, and adolescent health, with a particular focus on equity and diverse community experiences.

New Mexico State Priority Areas

As determined by the 2025 Needs Assessment for the five-year period 2025-2030.

Maternal Health

  • Expand access to perinatal mental healthcare.

  • Increase comprehensive social and health-related support to expecting and postpartum families.

Child Health

  • Support parents of children with services and care which addresses social determinants of health.

  • Increase access to childcare.

Adolescent Health

  • Increase youth health literacy, resiliency factors, prevention and access.

  • Promote access to adolescent health care, including telehealth options

Children and Youth with Special Healthcare Needs 

  • Strengthen school-based services and educational support for children with learning and behavioral needs to support a medical home.

Perinatal Health

  • Promote and expand breastfeeding support services during the first six months of infancy.

  • Implement and monitor respectful perinatal care in clinical and non-clinical settings.

Regional Needs Assessments 

In addition to the Title V MCH assessment, many hospitals and community organizations across New Mexico conduct their own needs assessments to better understand and respond to the specific issues facing the populations they serve. These assessments are organized by region to reflect the unique characteristics and priorities of communities throughout the state. Each report provides important perspectives that contribute to a comprehensive picture of health and well‑being in New Mexico.

Additional New Mexico Data Sources on Community Needs

Across these assessments, several common priorities consistently emerge, including the need for improved access to mental and behavioral health services, expanded substance‑use treatment and prevention resources, and stronger support for chronic disease management and prevention. Many reports also highlight the ways different populations experience these needs differently, shaped by factors such as geography, cultural context, socioeconomic disparities, and access to services.
